As a result of a series of neglect, postponement and ignorance, the issue of stray dogs living on the street has become a major problem that threatens even the right to life of people. Only in the first 10 months of 2022, when this report was prepared, 27 people lost their lives as a result of stray and stray dog attacks, and many people had physical disabilities. Statista, a statistics company based in Germany, reports that approximately 35,000 people die every year due to stray dog attacks in the world. The problem, which cannot be discussed properly and constantly postponed due to the use of daily politics and lobbying activities, has now become a gangrene. If this process is allowed to continue, the point of no return will be reached, and an impossible situation will be reached even if a solution is desired.
Our association, which has been discussing the impact of stray dogs on human rights for a year and a half, has generally preferred to stay back since the issue is not directly related to human rights and there are many different associations working in the field. However, the undeniable increase in the number of people who lost their lives and whose health conditions were threatened as a result of stray dog attacks, It compelled us to prepare a report under the title of "The Report on unadopted stray Dogs".
The purpose of this report is to identify the measures not taken in terms of protection and care of stray dogs on the one hand, and the violations of rights arising from the growing problem with negligence and indifference, on the other hand, from a human rights perspective.
We hope that our report prepared by our Konya branch will contribute to the establishment and continuation of a healthy discussion on the subject, and we invite the relevant authorities and authorities to take action for a solution.
